Yesterday, U.S. Senators Lisa Murkowski (R-AK) and Kirsten Gillibrand (D-NY) reached out to Secretary of Defense Pete Hegseth amid concerns over potential changes to the Department of Defense's (DOD) sexual assault prevention and response (SAPR) services. The communication expressed apprehension about reports suggesting alterations or termination of key SAPR guidelines.

Discussing the matter, the senators emphasized their commitment to improving SAPR efforts, which includes supporting bipartisan military justice reforms. They stressed the importance of clarity about the DOD's position on eliminating sexual misconduct within the services. "There can be no ambiguity in the Department’s position on ending sexual misconduct across the services, and any lack of clarity risks casting a chilling effect across the services," they wrote.

The background to these concerns stems from Secretary Hegseth's remarks during his confirmation, where he acknowledged the necessity for the DOD to enhance training against sexual abuse and assault. He highlighted that "[e]very servicemember deserves the opportunity to serve their nation without fear of harassment or assault."

The full letter addressed to Secretary Hegseth revealed reports about DOD guidance that might impact existing SAPR services. These were reportedly part of a list reviewed by Deputy Secretary Feinberg. The senators insist that any move to dismantle SAPR programs contradicts efforts to combat sexual misconduct in the military. They request a clear statement reiterating support for victims and accountability for offenders. "Prompt action is essential to reinforcing victims’ belief in the words of their leadership," the senators asserted.
